INTERNATIONAL FOUNDATION
In September 2024, the International Association of Transportation Regulators published the report “Modernizing The Taximeter — Soft Meters & Differentiated Pricing: Steering Taxicabs into the Future.”
The report examines the transition from traditional taximeters to software-based systems operating on smartphones or tablets and using GPS technology for distance measurement and fare calculation.

VV SOFT METER is not simply a fare formula transferred into an application. It is being designed as an independent, auditable, secure and integrable digital system.
The measurement and fare engine is designed to operate regardless of whether the service originates from an application, dispatch center, telephone request or is initiated directly.
Operators, vehicles, users, tariffs and permissions are managed separately within the same technological infrastructure.
Distance, time, waiting periods, tariff parameters and relevant events are retained so the calculation can be reconstructed.
Filtering implausible positions, managing GPS interruptions and identifying scenarios consistent with positioning manipulation.
The product is designed for integration with other digital systems without losing control over its own measurement and calculation engine.
Access control, communication protection, event logging, traceability and independent security assessment.

SECURITY BY DESIGN
For a software-based meter, security is not an optional feature. GPS data, tariff parameters and information used to determine the fare must be protected against unauthorized intervention.

MARKET INTRODUCTION
VV SOFT METER is being developed as a technology product and prepared for technical testing, security validation and controlled pilot use.
Commercial use of VV SOFT METER as a taximeter is subject to the regulatory, metrological, fiscal and certification requirements applicable in each jurisdiction.
Market introduction will therefore depend on compliance with the legal and technical requirements applicable in the country where the product is intended to operate.
INSTITUTIONAL AND REGULATORY CONTEXT
In the Republic of Moldova, the digitalization of measurement, fare calculation and fiscalization processes in taxi transport has been addressed through dialogue between industry participants and public authorities.
This context demonstrates the relevance of the issue and the need to examine modern technological solutions, without constituting authorization or commercial approval of VV SOFT METER.
In its institutional response dated 31 March 2026, MIDR noted that expanding the use of digital systems and reducing dependence on physical taximeters reflects modernization trends, and examined a possible regulatory wording that includes authorized software taximeters.
In its official response within the examination process, the Ministry of Finance communicated its support for the proposed amendment to Article 80(3) of the Road Transport Code.
On 5 May 2026, public consultations were announced on the “Legal framework for the fiscalization of payments in taxi transport”, confirming that modernization of the sector's regulatory framework is under institutional consideration.
